You will need Paint Shop Pro version 6 or 7 for this tutorial. You will also need these tubes (large file), unzipped and resized 200%. pompoms. Then export into your tubes folder. You can recolor the red pompom, and tube it in different colors.
Open a new image, 500x500, fill it with a dark solid color and add a new raster layer. Click on your tubes icon, choose the "pompomwhite" tube, change scale to 80, leaving the other settings at default. Place your cursor in the middle of the new image and click once to place a pompom in the center.
Note: If it helps you keep track, you can name your layers as you add them, this one would be "body".
For a more realistic look to the pompoms, you can use one of these effects on it after it is added.

Add a new raster layer. Click on your tubes icon, still using the "pompomwhite" tube, scale to 50, leave the other settings at default. Place your cursor at the top and slightly above the large pompom and click once to place the head.
Note: I have named my layers here. Also, on the body I used the wave deformation and on the head I used EyeCandy3.
Add a new raster layer. Click on your tubes icon, still using the "pompomwhite" tube, scale to 35, leave the other settings at default. Place your cursor at the top, left of the large pompom and click once to place the left arm. Do the same, placing another one to the right of the large pompom.

Add a new raster layer. Click on your tubes icon, leaving the settings the same. Place your cursor at the bottom, left and click once to place the left leg. Do the same, placing the right leg.

Note: I have both my arms on the same layer and both the legs on the same layer. You can put them on separate layers to play with placement. Also, do your wave deformation or EC/Jiggle effect before going on to the next step (if you are using one of them).
